But there was one problem i have been facing right since a long time.
Actually it is not in the hands of the customer care people that is why it wasn't solved till now.

The problem: issuing bill without taking the reading even when meter is working fine
Only for few months from the time of taking the connection has the water bill been issued properly, after that may be because of door lock on that day bill has been generated taking the average value. Thats fine, but after that for every month the bill issuing person was doing the same thing issuing the bill without taking any meter reading. The meter status was being put as REPAIR even though the meter was working fine. when the bill person came to give the bill the next time i asked him why is that he is giving the bill without noting down the reading. he said that its status is in REPAIR i said that it was working fine, but he said he cannot change it and left. Then the next month also the same thing happened, this time i said that i am not going to pay until he takes the reading, again he said that anyways you are getting only minimum bill amount and that it doen't matter, i said that even then i want the bill according to the meter reading. but he said he cannot do anything and left and from that month onwards he use to just drop the bill(without reading) at the gate and leave without informing anyone in the house. Then after few months i went to the hmwssb office at malakpet and informed the same to the officer present there, he immediately called the concerned person of my area and asked him to look into the issue. He also told me that these bill issuing duty has been given to a private organization and that they were not doing the work properly, and that they are changing those people. But even after that the ball was issued in the same way.
Then in the month of Jan 2011 a different bill issuing guy came and he called us(rang the bell) to take the reading,he also said that the meter status is showing reapired, i told him that the meter was working fine, so then he noted down the reading and said that when he comes the next time he would check the reading again and see. so the next month he came and saw that the meter reading was changed and said that he need to update the same in the office and he did the same after few days and thanks to him after a long time the bill was issued taking into account the meter reading.
But again after four months when i came home i saw the bill in my post box and the meter status was LOCKED, i thought because there was no one home it has been issued like that. But again after that every month the bill was issued with the last bill amount and the meter status as LOCKED, again one day i was able to be home when the bill guy came(he is a different guy again from the one who came in Jan) and i asked him why is that he is issuing the bill without noting down the reading. He said that the meter status is LOCKED so he cannot take the reading, i told him the meter is working fine but he said he cannot do anything. again the next month that is today i insisted on taking the reading but he says that the machine will not accept when the meter status is locked.
I was really irritated and called the customer care, the Cust.Care guy told me to register the complaint in the website. now after the call i am writing this post.
